Two years after Russia’s invasion of Ukraine, the German Federal Office for Migration and Refugees (BAMF) continues to reject Russian refusers and obliges them to return to Russia. Connection e.V. and PRO ASYL are alarmed by the BAMF’s reasoning, which ignores the risk for Russian refusers of being recruited in a war that violates international law.

Yesterday, the Ukrainian parliament passed a draft amendment to the law on military service in its first reading that will change recruitment practices in the country. Connection e.V. and DFG-VK oppose this tightening and call on the Ukrainian government and the European Union to ensure the protection of conscientious objectors.

The German antimilitarist group Antimilitaristische Aktion Berlin (Antimilitarist Action Berlin) have found evidence that Berlin’s domestic intelligence agency (“Verfassungsschutz Berlin”) is monitoring their activities.

WRI's affiliate the German Peace Society - United Opponents of War (DFG-VK) protests against the reactivation of conscription advocated by some parts of the government. The peace organization announced that, in case of doubt, it will take legal action against conscription - and also reactivate its advisory service for conscientious objectors.

The current restrictive recognition practice of German authorities for deserters prevents them from receiving protection here. In order for the resolution of German parliament of April 28, 2022, to take effect, the Federal Ministry of the Interior and the BAMF must now immediately change their practices, PRO ASYL and Connection e.V. demand.

We demand an immediate stop to the attacks on Ukraine, the withdrawal of Russian troops and a return to the negotiating table. We call on all soldiers to lay down their arms and refuse to go to war. We demand from the European Union to open its borders for refugees and to maintain the visa-free regime for Ukrainians. The German government must accept and support deserters and conscientious objectors from Ukraine and Russia.

A German bank has announced a decision to end investments in arms exports. Bayerische Landesbank will end financing for companies listed on the SIPRI list of world's biggest arms companies.

International Conscientious Objection Day (CO Day), 15th May, was celebrated with actions and events by activists from around the world in solidarity with those who have and those who continue to resist war. This year we had a particular focus on Turkey.

Following reports on right-wing extremism activities by active or former members of the German army, the new commissioner for the armed forces, Eva Högl, started a debate affirming that “ending conscription was a big mistake” and reintroducing it might help tackle antidemocratic ideas inside the army. The Defence Minister Annegret Kramp-Karrenbauer rejected the idea of the return of compulsory military service, announcing, on the other hand, a new voluntary service called “Your year for Germany” which will be introduced in 2021.
