No to NATO 2009: What is being planned?

This page is an attempt to collect information on the official NATO summit in Strasbourg, Kehl and Baden Baden, and on planned protest activities.

Choreography of the NATO summit

The problem is presently that a lot of the details of the logistics of the NATO summit are not yet known. This is just an attempt to put together what is known or assumed so far, mostly from media reports.

Things get more complicated because the next G20 meeting will be in London on 2 April (http://www.hindu.com/2008/11/27/stories/2008112759831300.htm), and there will be quite some overlap of participants between the G20 summit and the NATO summit - also in terms of protests.

This is a rough outline of the NATO summit schedule:

On 3 April, the heads of governments will arrive for the summit, mostly on the German side. A possible airport could be the airport Lahr, which has a runway long enough for Airforce 1 and other large planes, and no scheduled flights. According to an article in the Badische Zeitung from 6 March 2009, some of the heads of state and government will arrive at Lahr, and will leave from Lahr. Arrival in Lahr will be on Friday, 3 April, from 13-17 hrs, while departure will be on Saturday, 4 April, between 13 and 18 hrs.

Other participants of the summit will arrive at the airport Baden-Karlsruhe, which is closer to Baden-Baden.

Presently, we assume that transfer from one of the airports to Baden-Baden will mainly be by helicopter.

There will be a dinner with cultural programme for the heads of government in Baden Baden, after a reception by German chancellor Angela Merkel. The dinner will be at the Kurhaus Baden Baden.

There are quite some security zones in Baden-Baden, with some roads being closed completely. A map with the different security zones is available at http://www.polizei-natogipfel2009.de/Natogipfel2009/bad/Seiten/Baden%20B....

After the dinners, the delegations will move to their accommodation in hotels along the Rhine between Baden Baden and Freiburg. Again, details are not yet known.

In the morning of Saturday, 4 April, the heads of government will meet for a symbolic shaking of hands on the Passarelle, a pedestrian bridge between Strasbourg and Kehl. This is the reason for security zones in Kehl, and the temporary closure of the river Rhine, the bridge over the Rhine in Kehl, and the railway over the Rhine. Note that there is a sports ground part of the security zone, which could be used as a helicopter landing place.

The summit itself will begin on 4 April 10am in Strasbourg, in the Palais de la Musique et de Congres. Some time during the middle of the day the heads of states and governments will meet for lunch at the Palais des Rohan, in the centre of Strasbourg.

The choreography of the resistance

Because the choreography of the NATO summit is not yet clear, the choreography of the resistance is also not yet clear. But some things are more or less fixed:

Camps (1-5 April):

There will be a camp in Strasbourg, with a capacity of up to 10,000 people. The camp is located in the south of Strasbourg, in La Ganzau (rue de la Ganzau), in the neighbourhood of Strasbourg Neuhof/Stockfeld. There will be info points in Kehl and Baden Baden, which might serve for some accommodation in an emergency. But they won't be places to stay for the whole time.

The camp will be there from 1-5 April 2008.

On 1 April, there will also be some kind of festival in the Strasbourg camp. So get there for the 1st.

Days of action (1-2 April)

There are ideas for different themes for days of action, but because of the few days available there will not be only one theme for each day:

  • inner<>outer security: this could involve meeting people at the French-German border, or other actions on the 1 April
  • antimilitarism (2 April)
  • Securitisation of Climate Change (2 April)
  • Immigration (no date set)

Mass blockades (3 and 4 April)

  • Blockade/action in Baden Baden (3 April afternoon, a group has been formed to work on this)
  • Blockade of the NATO summit in Strasbourg (4 April, morning). This blockade will be organised in a way that different groups take responsibility for different blockading points/areas. There will not be general nonviolence guidelines for the entire action, but it is clear that all blockades should be accessible to everyone who wants to join, should be "actions of civil disobedience, stretching the limits and consciously breaking of rules". International Demonstration (4 April)

The international demonstration will start on 4 April at 1pm in Strasbourg, and will go close to the summit meeting place. The demonstration will end with a rally, possibly with cultural elements.
There are also plans for a bike ride from Baden Baden to Kehl leaving at 8am from Baden Baden, and a feeder demonstration from Kehl to Strasbourg at 12pm.

Counter-conference (3 and 5 April)

There are plans for a counter-conference possibly beginning on 3 April, plus a bigger conference like event on 5 April in the morning. The conference will take place at:
